In the 1970s in Bellingham, Washington, police charge Kenneth Bianchi with the murders of two coeds. In recorded interviews, Bianchi claims to know the identity of LA's notorious 'Hillside Strangler', but investigators suspect he may be talking about himself. He also implicates his cousin Angelo Anthony Buono Jr. in the California murders. Eventually, prosecutors enlist a world-renowned psychiatrist to weigh Bianchi's claims of insanity. This will determine whether or not he is eligible to stand trial.
